(I am excluding demonstrations calling for the end of nuclear weapns, which were far larger.) One of the biggest this year took place in Taiwan in April and attracted 50,000 reportedly, but it made a big impact on politicians nonetheless. Many well-publicized actions involves less than 200 people at a time. I suspect there is a big overlap between those who are willing to take to the streets to highlight the dangers of global warming and those who worry about nuclear energy. And the median voter's opinion on either subject is not held strongly enough to persuade her to carry a placard. The industry's 'communication problem' is with the quiet majority. It is a big mountain to climb but feasible since their views are probably not strongly held as those who take to the streets.

Although the movement opposing nuclear energy is long-established and very active, the numbers attending demonstrations never seem to have exceeded 300,000 at its height in the late 1970s-1980s: see a survey in Wikipedia .
