Mr Milt Caplan, President, MZConsulting

Milt Caplan is President of MZConsulting Inc., providing services based on more than 30 years experience in the nuclear industry developing new-build nuclear projects from conception to project completion around the globe.

Experience includes overall project development, strategy formulation, business model development, economic assessment, costing and pricing, strategic partnering, project financing and contract negotiation. He has managed numerous new plant proposals under sole source and competitive situations in Canada, the USA, Europe and Asia; developing the strategies for risk allocation and pricing. Milt also has a strong focus on energy economics with emphasis on demonstrating the economic viability of electricity supply options and driving the development of next generation products to meet cost targets.

He is the current chair of the World Nuclear Association Economics Working Group and is on the faculty of the World Nuclear University where he teaches nuclear economics and nuclear plant structuring and financing.

Milt obtained his Bachelor of Engineering in Nuclear Engineering from Rensselaer Polytechnic Institute in Troy, New York, USA, and a MBA from the University of Toronto.

Dr. Terry Thompson, Senior Advisor, MZConsulting Inc.

Dr. Terry Thompson is a senior engineering consultant with significant experience in nuclear Research, Project and Business Development, utility Operations and Marketing, and general management in the energy sector.  He is based in New Brunswick and is well established in the Canadian market and internationally.

Terry joined NB Power from Atomic Energy of Canada Limited (AECL) Chalk River Nuclear Laboratories at the beginning of the Point Lepreau Generating Station project in 1975.  In the 1980’s he became a Managing Officer of NB Power responsible for public affairs and marketing.   In the early 1990’s, Dr. Thompson rejoined AECL and was VP of marketing and sales, and Senior Representative for AECL in Korea, based in Seoul; VP and Senior Representative for AECL in South East Asia, based in Bangkok; and General Manager Products and Services Marketing, based at Head Office.  Dr. Thompson was central to the CANDU 9 feasibility study for Wolsong 5&6 in the late 90’s while based in Korea and subsequently central to a joint AECL/Daewoo CANDU 6 feasibility study with the Vietnam Ministry of Industry while based in Bangkok.  Dr. Thompson also dealt extensively with nuclear and government officials in Thailand, the Philippines and Indonesia.  Several Indonesian engineers were attached to AECL’s design offices in Canada during this period.

In 2001 he returned to New Brunswick as an independent consultant with a particular interest in electric utility restructuring and its impact on the nuclear industry.  He intervened on behalf of the N.B. Department of Natural Resources and Energy at the Public Utilities Board Hearings on Point Lepreau refurbishment in 2002 and has worked for British Energy, the CNSC, a nuclear component manufacturer and a Point Lepreau participant utility.  Dr. Thompson has participated in all MZConsulting projects since 2007.

Dr. Thompson is a Mt. A. and DalTech graduate and completed a M.Sc. and Ph.D. in nuclear engineering at the University of London under an Athlone Fellowship.  He is the author of a number of original publications on nuclear safety.
