Independent Oversight of Darlington Nuclear Station Refurbishment

The four unit Darlington nuclear station is undergoing a refurbishment to extend its life  for another 30 plus years of operations.   This project is estimated at $12.8 Billion and is scheduled for completion in 2026.  The first unit to be refurbished, Unit 2, was recently completed on budget.

We are providing independent oversight of this important project for the shareholder, the government of the province of Ontario.

Study on the Economic Benefits of the Nuclear Industry for Canadians

MZConsulting performed an economic impact study of the Canadian nuclear industry to Canada.

The study found the nuclear industry supports 76,000 high quality jobs across the country and contributes $17 Billion to the Canadian GDP.

Contract development and negotiation for the refurbishment of the Bruce Nuclear Station

The Bruce nuclear station is undergoing a refurbishment to extend the life of the eight unit station to operations until the 2060s.   This $13 billion project will see the remaining 6 units refurbished (2 units have already been completed).  Bruce Power is a private sector nuclear operator.  Work is underway on Unit 6, the first unit to be refurbished under this agreement.

We led the project development and contract negotiation for the Independent Electricity Operator of Ontario (IESO).

Milt Caplan has more than 40 years experience in the nuclear industry developing new-build nuclear projects from conception to project completion around the globe.  Experience includes overall project development, strategy formulation, project structuring, economic assessment, strategic partnering,  financing and contract negotiation.

He is the chair of the World Nuclear Association Economics Working Group and is on the faculty of the World Nuclear University.

Milt obtained his Bachelor of Engineering in Nuclear Engineering from Rensselaer Polytechnic Institute in Troy, New York, USA, and a MBA from the University of Toronto.

Dr. Terry Thompson is a senior engineering consultant with significant experience in nuclear Research, Project and Business Development, utility Operations and Marketing, and general management in the energy sector.  He is based in New Brunswick and is well established in the Canadian market and internationally.

Dr. Thompson is a Mount Allison and DalTech graduate and completed a M.Sc. and Ph.D. in nuclear engineering at the University of London under an Athlone Fellowship.  He is the author of a number of original publications on nuclear safety.

We spoke at the Global America Business Institute event “Cooperative Opportunities in the Global SMR Arena” February 2, 2022

We participated on a panel that was part of the NEA – IFNEC Financing Initiative  on “Contractual Structures and Incentives in Nuclear New Build” September 14 2021


We were a member of the task force supporting the preparation of the report Nuclear Energy:  An ESG Investable Asset Class issued by the Economic Modelling Work Group of the Gen IV International Forum.

 

We supported the development of the Small Modular Reactor Feasibility Report issued by OPG, NB Power, Bruce Power and SaskPower, April 14, 2021

We advocate for nuclear energy as an economic, reliable low carbon solution to meet the world’s energy needs through our blog and in our participation in numerous conferences and events.
